The school kids walking past my house are often holding hands or kissing. I dont know how old they are but some don't look old enough to be teenagers.

My 12 yr old grandson went on a 'date' last week with a girl he was at Junior school with.

I don't think they call themselves an item as they hardly see one another now, being at different schools.

I'm not buying a new hat yet ...

As the mother of two young girls I would say 18 but settle for 16. That is unlikely to be the case though as most girls have been dating from a much younger age.
My eldest now 16 with a steady boyfriend of a year or so. My youngest is 12 and tells me she has a boyfriend too but says they haven’t kissed. He has taken her for a meal though.
You can’t control your kids absolutely but if you lay down ground rules and have an open relationship you can hopefully see the problems before they occur.

I suppose that would depend on your own belief systems, and your definition of dating. I was lucky in that my daughter started at 15 - as far as I know - and my son at 17 after he had passed his driving test - but again, only as far as I know because they lived with their mother until 15 and finishing school, then came to live with me. I would have probably been one of those overprotective dads had they been with me through schooling and would have made home a prison for them.
Perhaps interestingly, my first girlfriend was at 12 y.o. - both of us.
